If you trigger a Raid at the Pillager Bay, do not fight on land. Jump into the frozen ocean and break the ice with a pickaxe. Create a water column. Pillagers sink. You cannot brute force a Pillager Bay the way you would a standard outpost. You must use the terrain against the illagers.
