Cart jumping in 7-K is different than other levels. You must hold the jump button as you leave the ramp to get maximum air. Then, release the jump button and tap it again to "dive" onto the next cart. This two-stage jump (float, then slam) is the only reliable way to land on the narrow carts in the 30-second mark.
