Gordon and Bullock track the vigilante, a woman named Mildred , who is systematically murdering past Ogre victims. They realize she’s targeting those who were “set free” by the Ogre after enduring psychological torture. Gordon tries to reason with her, but Mildred is far gone, believing she’s delivering justice. The subplot ends tragically when Mildred is killed in a confrontation, but not before Gordon gets a new lead on the Ogre’s identity.
Once a crime boss who ruled through charisma and fear, she is reduced to a tortured victim. But in losing her eye, she gains a new narrative purpose. Penguin continues consolidating power. He meets with Maroni and Falcone in a tense negotiation, playing both sides. Oswald secretly feeds Falcone information about Maroni’s weapon shipments, solidifying his role as an indispensable informant while planning his own eventual takeover. Gordon receives a chilling phone call. A modulated voice says: “Detective Gordon… I’ve been watching you. Let’s see if you can save the ones you love.” The episode ends with Gordon looking at a photo of Dr. Thompkins and —both now in danger.
The episode picks up where the previous one left off, with Oswald Cobblepot, aka Penguin, seeking revenge against the people he believes wronged him. His obsession with proving himself as a major player in Gotham's underworld leads him to make some drastic decisions, which ultimately put him at odds with his former ally, Fish Mooney.
