Ideally, you have a secondary, newer device (like an iPhone or a newer Mac) or a friend’s device where you can log into the App Store. This is a common misconception
Avoid shady third-party websites claiming to offer "GarageBand 10.1.6.dmg." Many contain malware. The only safe source is Apple’s servers via the App Store. However, if you own a DVD (from the iLife suite), that will install an even older version (6.0.5), which also runs on El Capitan but lacks many modern features.
If you have ever downloaded GarageBand on any Mac using your current Apple ID, open the Mac App Store, go to the Purchased tab, and find GarageBand in the list. Clicking the "Install" button should prompt a message asking if you want to download the "last compatible version" for your OS.
