If the file is an .exe or requires you to disable your antivirus, it is 90% malware.
For the user, the process seems simple: Download the unlocker, drag and drop files, and suddenly the "Purchase" buttons in the HOI4 launcher turn into "Play."
If you want the full experience without the risk of malware or a Steam ban, you have excellent legal options. In many cases, these are even cheaper than the "free" unlocker when you factor in the risk of losing your PC.
Surprisingly, some unlockers allow players to join multiplayer sessions, though this often leads to "Version Mismatch" errors or instant bans if detected by host anti-cheat mods. The Risks Involved
