If the developer included it, you can run it directly.

The x64 installer typically includes the following critical runtimes: Deploy via command line or SCCM/Intune: UE4PrereqSetup_x64

Epic does not offer a standalone public download page for the prerequisites. However, you can force the Epic Launcher to re-download them:
