Problem: When merging IRSE, IRSME, IRSEE, IRTS, IRAS, etc., how do you decide who is senior? Solution Attempt: The Railway Board used a method. However, officers from traffic (IRTS) argued that their promotions were historically faster, and merging with engineering services (IRSE) placed them lower. This resulted in multiple CAT cases (e.g., Mahesh Kumar vs. Union of India, 2021 ).

The IRMS seniority list includes separate columns for SC/ST/OBC/PwBD reservations. However, inter-se seniority among reserved category candidates is based on their original rank in the merit list, not reservation category.
