Beyond the geopolitical tragedy of Baghdad, the term has a much older, more hopeful meaning rooted in geography and ecology.
This "bubble" effect created a dangerous echo chamber. Critics argued that life in the Green Zone led to a failure of imagination among policymakers. Decisions regarding the governance of Iraq were often made by individuals who had never walked through a Baghdad market or spoken to an Iraqi civilian without an interpreter.
